Who Calls Me? – REPORTS Find out who called you

I received a text message stating the following, "Please make a voice call to 911. There is no text service to 911 available at this time."

I called 911 to see what was happening and they stated that a text message would not be sent and also said they just had a similar incident with someone who reported receiving a message from Facebook saying to call 911. Related?

The person at the 911 service also said that they would send a reverse 911 call for an emergency and leave a phone number to call with specific instructions, not send a text message.
